I'm exploring the idea of designing an interactive Social Centre / Site of Learning so that people can explore/assimilate/appropriate culture.

1 point. is there a particular reason why you have chosen to call it an interactive social centre as opposed to the standard use community centre?
One building that I can definitely say has done what you have said is the bromley by bow centre. brief history: It was a church and church yard, appropriated by the community, converted, expanded, new buildings added and 25 years later (there has only been one architect working on it pretty much voluntarily...)
It is a fantastic architectural gem (they rent out studios to artists/furniture makers/landscape designers and even a stained glass window artist and is a social hub aswell as a health centre.
